  17. <p>     Where was Ghaith Pharaon? U.S. authorities hunted for the
  18. globe-trotting Saudi financier last week after the Federal
  19. Reserve Board sought to fine him $37 million for serving as a
  20. front man for the notorious Bank of Credit & Commerce
  21. International. According to the Fed, Pharaon secretly used
  22. B.C.C.I. funds in 1985 to acquire Independence Bank of Encino,
  23. Calif., for about $23 million. To assure collection of the fine,
  24. a federal court froze Pharaon's U.S. assets, which ranged from
  25. a controlling interest in Ameri can Southern Insurance Co. to
  26. an 1,800-acre estate near Savannah.

  28. <p>     Investigators are also probing allegations that Pharaon
  29. used B.C.C.I. funds to acquire the National Bank of Georgia for
  30. $18 million in 1978 and to invest $25 million in Miami's
  31. CenTrust Savings, which collapsed last year. Pharaon, whom the
  32. Federal Reserve wants to bar from U.S. banking, has denied any
  33. wrongdoing. But as authorities tried to serve him with a
  34. subpoena last week, he was believed to be sailing off the coast
  35. of Greece.
